Palestinian factions in Cairo reaffirmed the national authority of the “Gaza Committee” and rejected “international tutelage” and the approach of the “High Commissioner.”

On Wednesday, eight Palestinian factions and forces held an expanded meeting in Cairo to discuss the implications of the second phase of the “Trump Plan” and the formation of a technocratic committee to manage the Gaza Strip. The meeting featured intense debates over the committee’s implementation mechanisms and the international interventions surrounding its announcement.
The Palestinian factions strongly condemned what they described as the “poor political orchestration” of the administrative committee’s announcement by Nikolay Mladenov.
Participants revealed that the selection of committee members did not follow the “name bank” provided by the factions, which included around 40 proposed candidates. Instead, most members were chosen from unknown sources.
The factions also took a firm stance against UN involvement, rejecting Mladenov’s participation in meetings or any role as a High Commissioner with powers of dismissal or appointment. They warned that such a role could subject the Gaza Strip to “international tutelage” under the so-called “Global Peace Council.” The factions also categorically opposed holding any committee meetings at the U.S. Embassy in Cairo, considering this a violation of Egyptian sovereignty and Palestinian national dignity.
Committee Mandate and Concerns Over “Tutorship”
The participants clarified that the committee’s tasks are limited to humanitarian matters, focusing on restoring public services, rebuilding civil institutions, and maintaining daily stability as a prelude to long-term self-governance. The factions warned against the recently announced executive body of the “Global Peace Council,” describing it as composed of elements that support the occupation and disregard Palestinian rights.
Egyptian Position and Hamas Assurances
Egyptian authorities reassured the factions that no meetings would be held at the U.S. Embassy, and that coordination continues with the Palestinian Authority in Ramallah, treating the committee as a temporary transitional body. Hamas, for its part, confirmed its commitment to provide all necessary facilities to hand over ministries and institutions in Gaza to the administrative committee, ensuring the commencement of its work.
Strategic Vision to Face Challenges
The factions stressed the importance of maintaining a “national will” to support the committee despite the heavy burden, particularly in light of the recent escalation by the occupation, which included intensified bombings and targeted assassinations coinciding with the committee’s formation.
They emphasized that the Palestinian Authority should remain the primary reference, with the Arab League and Egypt playing a supportive role if necessary, to prevent deepening divisions. The factions also called for activating national forces through the establishment of a national and tribal advisory council to support the committee and monitor its performance. Additionally, they urged the urgent convening of a meeting of all factions’ Secretaries-General to send a unified message to Trump and Netanyahu, affirming Palestinian unity in defending their rights.
The factions concluded the meeting by affirming that efforts will continue to end the aggression decisively, heal the people’s wounds, and move beyond the current crisis toward a new phase of contribution and liberation.
