National Unity and Political Partnership… The Only Option to Confront the Genocide War and Schemes to Liquidate the Palestinian Cause

In light of the most dangerous phase that the Palestinian cause is going through, the continuation of the genocide war waged by the Israeli occupation against our people in the Gaza Strip, the escalating aggression in the West Bank and occupied Jerusalem, and the accompanying systematic policies of forced displacement, ethnic cleansing, annexation, and the imposition of facts on the ground, the Palestinian National Forces affirm that their national and historical responsibility compels them to work by all means to strengthen national unity and entrench the principle of genuine partnership in national decision-making, in a manner that ensures the participation of all components of our people in shaping the future of their national cause and defending their inalienable rights.

Proceeding from this responsibility, the Forces believe that any steps related to rebuilding and developing national institutions, including the draft interim constitution of the State of Palestine, the political parties law, the electoral system for the Palestinian National Council, and the issuance of relevant decrees, must be based on comprehensive national consensus and inclusive dialogue. This would enhance the legitimacy of national institutions, preserve the unity of the Palestinian ranks, and institutionalize the approach of partnership and integration as the fundamental guarantee for protecting the national project and confronting existential challenges.

Based on the above, the Palestinian National Forces affirm the following principles and positions:

First: The Forces affirm that our Palestinian people need to develop their national institutions and strengthen their capacity for resilience and confrontation against the Zionist colonial project, in line with their national priorities. From this standpoint, we see the grave danger of any attempts to re-engineer the Palestinian political system in response to external pressures or dictates. They stress that any process of rebuilding or activating national institutions, including holding elections, must be based on a genuine national partnership that includes the various Palestinian forces and components and enjoys a national consensus that enhances its necessary political and national legitimacy.

Second: The Forces affirm that the true gateway to restoring national unity, renewing the legitimacy of national institutions, and rebuilding them begins with calling for a comprehensive national dialogue that includes all Palestinian forces and factions, based on the principles of partnership, democracy, and national consensus. This must lead to binding outcomes for all, prevent any form of unilateralism or exclusion, and serve our people’s goals of national liberation.

Third: The Palestinian National Forces call upon the Brother President to urgently convene a meeting of the secretaries-general of the Palestinian factions, as a national entitlement that cannot tolerate delay. The aim is to launch a comprehensive national dialogue that establishes a genuine political partnership, formulates a unified national and struggle-based strategy to confront current challenges, and deliberates on major national issues, foremost of which is reaching consensus on holding comprehensive Palestinian elections, including elections for the Palestinian National Council, ensuring the widest possible participation and fair representation for all Palestinian forces and groupings. This is based on the understanding that expanding the base of participation in the National Council would strengthen the status of the Palestine Liberation Organization (PLO), renew its national legitimacy, and cement its role as the sole legitimate representative of our Palestinian people.

Fourth: The Forces affirm that the unified interim leadership framework, which was agreed upon in the national reconciliation agreements, the latest of which was the Beijing Agreement, represents the comprehensive transitional national reference capable of leading this phase, enhancing national partnership, and ensuring the continued functioning of national institutions on consensual foundations. This preserves the unity of national decision-making and strengthens collective responsibility in confronting challenges.

Fifth: The Forces stress the necessity of basing the national dialogue on solid foundations, foremost of which is the rejection of unilateralism and exclusion, respect for political pluralism, commitment to a unified national struggle-based program to confront the occupation’s crimes and schemes to liquidate the Palestinian cause, and adherence to the constants of national consensus, most notably the Right of Return, self-determination, and the establishment of an independent, fully sovereign Palestinian state with Jerusalem as its capital, based on relevant international resolutions, while working to strengthen the resilience of our people in the face of aggression, settlement, and Judaization.

Sixth: The magnitude of existential risks targeting our people and their national cause, along with the accompanying projects aimed at displacement, ethnic cleansing, annexation, and the liquidation of Palestinian national rights, imposes upon everyone the imperative to prioritize the supreme national interest, unify ranks and capabilities, and reach consensus on a unified political and struggle-based program that serves as a comprehensive national reference in confronting the Israeli project. This would strengthen the resilience of our people, protect their land, identity, and holy sites, and defend their inalienable and non-negotiable national rights.

In conclusion, the Palestinian National Forces affirm that the historic moment through which our national cause is passing demands the highest levels of responsibility, unity, and solidarity. The real bet to confront the genocide war and liquidation schemes lies in solidifying national unity and strengthening the comprehensive national institution within the framework of the Palestine Liberation Organization, based on comprehensive national partnership.

As the signatory forces place this position before our Palestinian people, their national and Islamic forces, and their living institutions, they renew their call for an urgent national response to convene a comprehensive national gathering that would crystallize a unified national strategy and pave the way for holding comprehensive democratic elections that rebuild our national institutions on democratic and participatory foundations. This would protect the resistance project, enhance the resilience of our people, and safeguard their national unity in this critical phase.

Speedy recovery to the wounded…
Freedom for the prisoners…
And indeed, we will surely prevail.
